In municipalities with a population greater than ten thousand (10,000) inhabitants by decision of the city council, a Consultation Committee, with advisory powers can be constituted. The Municipal Consultation Committee’s (MCC) term cannot exceed a period of two and a half years. The MCC is consisted of representatives of local stakeholders
The MCC:
a) Offers opinions to the City Council regarding development programs and municipal action plans, the operational program and the technical program of the municipality.
b) Offers opinions on matters of general local interest, referred to it by the City Council or the Mayor.
c) Addresses local issues and explores development opportunities and makes suggestions on how to take advantage of those opportunities.
d) May make observations on the content of decisions of regulatory character issued in accordance with Article 79 of the Municipalities and Communities Chart
The decision making process of the MCC does not exclude a parallel web consultation with citizens. The online consultation proposals are collected and organized by the Municipal Directorates and presented by the chairman of the MCC at the same session.
3. The MCC meets at the invitation of the President. It is obligatory to meet once a year, prior to the drafting of the budget and the annual action plan and at least once every three months for other issues listed for discussion. The invitation is sent to the members by any means available seven working days before the official meeting date and includes the agenda, place, date and time of the meeting and is accompanied by proposals on the matters under discussion. In case of lack of quorum, the meeting resumes the next working day, when quorum is assumed. Secretarial tasks for the MCC are carried out by municipal services personnel. The MCC shall deliver its opinion after discussion. Its proposal compiles all opinions expressed in the meeting.
